In order for DMCA to issue licenses and permits for marine professions, the individuals have to complete a specialized course related to marine driving within or outside of the country.

- Passport, UAE ID & Residence Visa copy
- Medical Fitness certificates issued by DMCA-certified medical centers

- Marine License application form
- NOC from the sponsor if the applicant is expatriate
- Original Copy of valid good conduct certificate issued by Dubai Police General Headquarters
- Certificate copy of Marine safety courses (for crafts more than 12 meters only)
- Certificate copy of Marine communication course (for crafts more than 12 meters only)
- Original copy of qualification in marine engineering or marine navigation (for marine inspector permit)
- Copy or qualifications and certificate of experience as Marine craft driving instructor
Upon receiving the application, DMCA reviews and verifies the documents submitted by the applicant with regard to foreign certificate equivalency application and completes the procedures for the required license or permit.
